GSA Contract Vehicles: The Gateway to Federal IT and Services Procurement
The General Services Administration manages the largest portfolio of government-wide contract vehicles in the U.S. federal marketplace. With over 16,000 contractors holding Multiple Award Schedule contracts and billions in annual obligations flowing through GWACs, understanding this landscape is essential for any company pursuing federal business.
MAS: The Workhorse of Federal Procurement
The Multiple Award Schedule program generated over $52 billion in sales in FY2024 across 16,108 contractors. Organized into 12 Large Categories—from IT and Professional Services to Facilities and Furniture—MAS provides the broadest access to government buyers. Each category contains hundreds of Special Item Numbers (SINs) that define the specific products and services a contractor can offer.
| MAS Large Category | Focus Area |
|---|---|
| Information Technology | Cloud, cybersecurity, software, hardware, AI/ML |
| Professional Services | Consulting, management, engineering, R&D |
| Human Capital | Staffing, training, HR solutions |
| Facilities | Maintenance, energy management, janitorial |
| Security & Protection | Guard services, alarms, cybersecurity products |
| Scientific Management | Environmental, lab equipment, research services |

- 8(a) STARS III
- The largest small business IT GWAC with over 1,000 awardees across three cohorts and a $50 billion ceiling. Exclusively for 8(a)-certified firms.
- Polaris
- GSA’s newest small business GWAC featuring dedicated pools for Small Business (102 awardees), SDVOSB (27 awardees), and HUBZone (32 awardees) categories.

Why Contract Vehicle Intelligence Matters
For business development teams at federal contractors, knowing which vehicles competitors hold—and which they don’t—directly informs capture strategy. A competitor without an Alliant 2 position cannot compete for task orders on that vehicle, creating teaming opportunities. Conversely, understanding your own vehicle portfolio gaps reveals where subcontracting partnerships are essential.
In FY2024, 12,348 of the 16,108 MAS contract holders were small businesses—representing 76.6% of all schedule holders.
