Who supplies Massachusetts sportsbooks: the MGC vendor and registrant regime
Massachusetts legalized sports betting when Governor Charlie Baker signed An Act to Regulate Sports Wagering (House Bill 5164) on August 10, 2022. The Massachusetts Gaming Commission (MGC), which already regulated the state's casinos under M.G.L. c. 23K, licenses sportsbook operators in three categories (Category 1, 2 and 3) and, separately, every business that supplies them. A company may not conduct business with a sports wagering operator until the MGC Division of Licensing has licensed or registered it.
Two tiers of supplier credentials
| Credential | Number prefix | Who needs it |
|---|---|---|
| Sports Wagering Vendor | SWV- | Businesses providing goods or services that directly relate to sports wagering as defined in 205 CMR 202: platform design and operation, lines and odds setting, risk management, geolocation, customer verification, integrity monitoring, betting kiosks and sportsbook data |
| Sports Wagering Registrant | SWR- | Other businesses dealing with an operator or a vendor that the MGC determines must register; marketing affiliates, data centers and payment processors must register outright |
What each path requires
- Vendors must already have, or be finalizing, a relationship with a licensed operator. They file a Scoping Survey so MGC staff can decide which individuals and affiliated entities must qualify, then submit the B.E.D. Disclosure Form for primary gaming vendors, a suitability attestation, Key Gaming Employee forms for natural-person qualifiers and the Commonwealth Terms and Conditions. The forms were inherited from casino vendor licensing and repurposed for sports wagering.
- Registrants file a registration form with a confirmation of the business relationship from the operator, a Certificate of Good Standing from the Massachusetts Department of Revenue (or a letter explaining the entity has no Massachusetts taxable income), articles of incorporation and a $5,000 registration fee. Businesses outside the mandatory categories first file a Request for Determination.
- Both carry a continuing duty of disclosure: suppliers must tell the MGC about financial or legal matters that could affect suitability, and a credential can be revoked if the holder is found unsuitable.
Reading the Master Vendor List
The MGC publishes a Sports Wagering Master Vendor List as a PDF. The edition dated October 21, 2026 shows 30 vendor licenses (every one shown with Temporary status) and 237 registrations, for roughly 267 approved suppliers. Each entry gives the SWV or SWR number, company name, expiration date, status and business address.
The roster is strikingly international. Alongside U.S. integrity, KYC and payments firms, the vendor tier includes trading and platform companies based in Malta, Gibraltar, Bulgaria, Israel, Belgium and Canada, while the registrant tier is dominated by affiliate marketers, media publishers and payment providers from the U.S., Europe and beyond. For a B2B seller, the list shows which competitors have already been approved by the MGC; for affiliates and payment firms, it shows the bar a new entrant must clear before its first Massachusetts contract.
