Payment and e-money licensing in Türkiye
Non-bank payment companies in Türkiye are licensed under Law No. 6493 on Payment and Securities Settlement Systems, Payment Services and Electronic Money Institutions. Since 1 January 2020, licensing and supervision have been carried out by the Central Bank of the Republic of Türkiye (CBRT), which took over the role from the banking regulator BDDK. In October 2026 the CBRT's lists showed 55 electronic money institutions and 20 payment institutions, plus separate lists of revoked and terminated licences.
Two licence types
| Licence | What it allows |
|---|---|
| Electronic money institution | Issuing e-money (wallets, prepaid cards) and providing the payment services listed in its licence |
| Payment institution | Providing payment services such as acquiring, money remittance, bill payment or payment initiation, without issuing e-money |
The CBRT tables mark which of the payment services in Article 12 (a) to (g) each institution may provide — for example, operations on payment accounts, card issuing and acquiring, money remittance, payment transactions via telecommunication devices, payment initiation and account information services. Marks also show where an activity is restricted.
Who is on the list
The register mixes bank-owned wallets (subsidiaries of state and private banks), telco and airline-owned e-money issuers, e-commerce payment gateways, meal-card and closed-loop issuers, bill-payment networks and international remittance firms.
